Designated Area Migration Agreements do something unusual in Australian migration. They bend the standard rules for regions that need workers. Because of this, a DAMA can open doors the mainstream skilled program keeps shut. Best of all, many DAMA pathways now lead to permanent residency.
This guide explains how the concessions work and how the permanent stage fits together. If DAMAs are new to you, start with our guide to what a DAMA is, then come back for the pathway detail.
Why DAMAs exist
Regional employers often cannot fill roles through the standard skilled visa program. The occupation may be missing from the national lists. Alternatively, the standard salary floor may not match regional pay scales. A DAMA answers this. It is an agreement between the Commonwealth and a regional body that unlocks tailored concessions for local employers.
Each DAMA covers a defined region and a schedule of occupations. In addition, each occupation carries its own set of concessions. Therefore, the details always depend on the specific DAMA and role.
The three families of concessions
Age concessions
The mainstream permanent skilled program generally cuts off at 45. However, many DAMAs relax this, and age concessions commonly extend eligibility to older workers, in some cases up to 55. For experienced workers in their late forties, this single concession can be the difference between a pathway and a dead end.
English language concessions
Standard skilled visas set fixed English test scores. Many DAMA occupations accept lower scores where the role genuinely allows it. As a result, capable workers who narrowly miss a test band can still be sponsored. The required level varies by occupation and by DAMA, so always check the schedule for the exact concession.
Salary concessions
Some DAMA occupations allow salaries below the standard income threshold, within limits set by the agreement. The role must still pay fairly against the market. However, the concession recognises that regional pay for some occupations sits below city benchmarks. Employers should confirm the exact concession for their occupation before making offers.
How the pathway to permanent residency works
DAMA sponsorship runs through the labour agreement stream. The temporary stage typically uses the subclass 482 visa in that stream. Then, after a qualifying period of work in the region, the permanent stage opens. This usually runs through the labour agreement stream of the subclass 186 visa, with the DAMA’s concessions carrying into the permanent application where the agreement allows.
The sequence matters. First, the employer gains endorsement from the region’s designated representative. Second, the employer signs a labour agreement with the Commonwealth. Third, the nomination and visa applications follow under that agreement. Skipping steps is not possible, so realistic timelines matter for workers and employers alike.
What endorsement requires
The regional body checks the employer before anything reaches the Department. It looks at the business, the role and the local labour market. In addition, it confirms the occupation and concessions requested sit within the DAMA schedule. A well-prepared endorsement application therefore mirrors good visa practice. Genuine roles, honest evidence and market-consistent pay carry the day.
For a worked regional example, see our guide to the Far North Queensland DAMA for Cairns employers. The mechanics differ between regions, but the shape of the process is similar.
Traps to avoid on the DAMA pathway
First, do not assume every concession applies to every occupation. Each schedule line is specific. Second, do not treat the temporary stage casually. The permanent stage usually depends on time worked with the sponsoring employer in the region, so job stability matters. Third, watch agreement terms and renewals. DAMAs are renegotiated periodically, and schedules change. Finally, get the evidence right the first time, because thin applications cost months.
Where DAMAs operate
DAMAs now cover large parts of regional Australia. The Northern Territory pioneered the model, and agreements followed in regions of Queensland, Western Australia, South Australia, Victoria and New South Wales. Each region negotiates its own occupation schedule and concessions. Therefore, the same occupation can carry different concessions in different regions. Workers with flexibility on location should compare the schedules before committing, because the right region can shorten the road to permanent residency considerably.
A checklist for workers considering a DAMA
First, confirm your occupation appears on the schedule for the region you are targeting. Second, check which concessions actually attach to that occupation, rather than assuming all three families apply. Third, ask the employer whether they hold endorsement already, because that changes your timeline. Fourth, understand the permanent stage conditions before you sign, including the qualifying period and any residence expectations. Finally, keep meticulous records of your employment from day one. The permanent application will rely on them years later.
Frequently asked questions
Does a DAMA lead to permanent residency?
Many DAMA occupations now include a permanent pathway, usually through the labour agreement stream of the subclass 186 visa after a qualifying period. The exact route depends on the specific DAMA and occupation.
What age concessions do DAMAs offer?
Many DAMAs extend age eligibility beyond the standard cut-off of 45, in some cases up to 55. The concession varies by agreement and occupation, so check the relevant DAMA schedule.
Can I be sponsored under a DAMA with lower English scores?
Often, yes. Many DAMA occupations accept concessional English levels where the role allows it. The required scores are set per occupation in the DAMA schedule.
Do DAMA jobs pay less than the normal threshold?
Some occupations carry salary concessions within limits set by the agreement. The employer must still pay consistently with the regional market for that role. The concession never removes fair-pay obligations.
How does an employer join a DAMA?
The employer first seeks endorsement from the region’s designated representative. After endorsement, the employer signs a labour agreement with the Commonwealth. Nominations and visa applications then proceed under that agreement.
