189 vs 190 vs 491: What Is Actually Different?
If you are looking at Australian skilled migration, the three visas most people compare first are the 189, 190 and 491. They all sit within the points-tested skilled migration system, but they are not interchangeable, and the differences matter a lot when you are planning your move.

The short version
The 189 is a permanent visa for skilled workers who do not need state nomination or sponsorship. The 190 is also permanent, but you need nomination from a state or territory. The 491 is a provisional regional visa that can lead to permanent residence later if you meet the relevant conditions.
How the 189 works
The Skilled Independent visa, subclass 189, is the most independent of the three. You submit an expression of interest through SkillSelect, wait for an invitation, and if invited, lodge your visa application. There is no state nomination and no employer sponsor required.
That independence makes it very attractive, but it also makes it highly competitive. Home Affairs uses the points test for subclass 189, and even where you meet the minimum threshold, that does not guarantee an invitation. Your occupation must also be eligible and you must have the right skills assessment in place.
How the 190 works
The Skilled Nominated visa, subclass 190, is also a permanent visa, but it relies on nomination by a state or territory government. That nomination gives you extra points and can make a real difference if your score is close to the competitive range.
The trade-off is that states usually expect you to live and work in the nominating state for some time after grant. For many applicants, that is a very reasonable compromise because it opens the door to permanent residence sooner than the 189 might.
How the 491 works
The Skilled Work Regional visa, subclass 491, is a provisional visa aimed at people who are willing to live and work in regional Australia. Like the other points-tested visas, it requires an EOI and invitation, but it also gives you extra points if you are nominated by a state or territory, or sponsored by an eligible relative in regional Australia.
The 491 does not give you permanent residence immediately, but it can be a very practical route where the 189 or 190 are too competitive. For many British applicants, it is the pathway that turns a difficult plan into a workable one.
Which one suits which applicant?
If you are highly competitive on points and want the most freedom, the 189 is usually the dream option. If you are close to the mark and can secure nomination, the 190 may be more realistic. If you are open to regional Australia and want a pathway that may be easier to access, the 491 can be the smarter choice.
